Is near any channel to up the human eye rejuvenate rate?

The human eye opperates at about 60Hz (about 24FPS) while a bird's eyes rate is above 100Hz. Is in that any training I can do to up my eyes refresh rate, even freshly a little? And also what margins us to such a slow refresh rate is it the brain, eye or bravery?Is near any channel to up the human eye rejuvenate rate?
I saw a thing on TV more or less softball players that put numbers on balls and have them fired from an automatic pitcher machine. They tried to read the number on the bubble. At first, they couldn't, but with time, they literary to do it. It helped them "slow" the ball down enough to hit better.
I consider that sort of thing is trainable, but save for the above example, I have no notion how to do so.
And, why would you want to? Movies would look jumpy.
