We are actually competent to implant a audible range device already and there is work on optical devices. The resolution achieved is moderately low so far, but human nervous system - electronic interfaces are human being experimented with at the moment.

We aren't quite up to building a "Robo Cop" nonetheless, but that's partly because society isn't geared up for it and they'd need a feeling like subject to test on. That raise a lot of ethical issues.

The technology so far allows nation to implant chips into brains. This chip allows you to control machines that enjoy special transmitters on them. But not like Robo Cop or I Robot or Terminator style.
